That's a funny video, since the cop never said why he turned on his lights in the first place -- all he asked was "why didn't you stop once the lights were on?"
It wasn't exactly resisting arrest . . . not a hot pursuit . . . kind of hard to imagine the offense.
I think the cop was just impatient to get a look at the car!
