It seems that #059 was given a new VIN number at one time:

Although the complete VIN number can't be read from this photograph it is clearly not XL9BA22G56Z363059...
Furthermore the 3 in front of the Z suggests Model year 2003 which would mean this chassis was build before #014, which is Model year 2004
